The Japan AFR (Advance Filing Rules) will be enforced in March 2014. It requires ocean carriers and NVOCCs to submit electronic manifest to Japan Customs no later than 24-hours loading at the origin ports. The regulation is therefore also called “JP24”. To help Russian ocean carriers and NVOCCs learn about this regulation and the compliance procedures, Descartes will join NACCS (Nippon Automated Cargo and Port Consolidated Systems) in the free AFR educational which will be held in Vladivostok, Russia at 10:00 AM-12:00 PM on 19th Dec 2013 in Vladivostok, Russia.
