Europe - Customs Declarations

This includes management of both bonded and free circulation stock, allowing traders and warehouse operators to efficiently manage their customs warehouse and fulfil their compliance and reporting obligations with Customs today and post the Brexit transition period. With Descartes you can:

• Create stock independently or from an import declaration.
• Create import declarations or appropriate periodic reports based on outbound orders / removals.
• Use smart picking to ensure the most duty efficient stock is picked.
• Handle stock amendments and adjustments.
• Integrate with ERP/Commercial Systems or manual.

Customs Warehousing functionality is available in multiple countries

• Create stock independently or from an Import or EMCS movement.
• Link from EMCS receipt to existing stock or create stock.
• Create EMCS movements from Excise removals.
• Create and Submit W1, W5 returns and submit via ATWD.
• Integrate with ERP/Commercial Systems or manual.

In 2022, the Swedish Customs will introduce a new import system for standard customs declaration.

By the end of 2022, all companies submitting import declarations need to have moved on to the first part of the new import system. There will be changes in the submission of information and will require an update of the customs system used.

• Starts with Normal Import (15th March to 31st December 2022), Licences (no later than June 22) and then Special procedures (no later than 31st December to 1st July 2023) and Temporary Storage

• All new message flows between companies and customs will be XML and based on WCO data model

• Supporting documents must be sent to the Swedish Customs' e-service Upload document, and not via e-mail.

• Appears using existing oFTP communications

• No firm dates for exports, expected end date Sept 2023.

• NCTS Phase 5 – Big Bang June 1st 2023

• Intrastat Changes 1st Jan 2022 (needed for mid Feb 2022)

Customs plan to replace their current import system in 2022. More information to come as details are released by Danish Customs and impact on the Customs Warehouse module.

• Changing Import Systems by 1st Jan 2023.

• System-to-system file submission integration based on AS4 over HTTP

• Release 1 was H7 message for low value goods from 1st of July 2021

• Specifications for H7 and I2 only however messages flows very similar to CDS and DMS

• Release 2 by end 2022 for H1/H2/H3/H4/H5/H6, I1 and G3/G4/G5 (Temporary Storage). It will also be possible to use MIO and MIG from this time.

• Release 3 will enter into force on 1 December 2023, which includes declarations relating to exports and EU transit.

Although plans to implement new Customs Procedure codes have been delayed from, 1st January 2022 to 1st January 2023 even bigger changes could be on their way.

The procedure code changes were largely intended to reduce the number of different combinations between requested and previous procedure.

In addition Norwegian customs have announced changes to their legal basis as from 1st January 2023 and we are still waiting for clarification on the impact that will have on the customs processes and procedure codes.

Norwegian customs will be one of the first to move to NCTS Phase 5 for moving goods under the Common Transit Convention.

NCTS Phase 5 brings significant changes to the current process with potential new additional message flows and changes to the data structure.

One of the most significant changes is that the Transit Data Model is now based on the structure of a transport document:

• Declaration

• Master Consignment (effectively 1 per transit declaration)

• House Consignment (up to 999 in principal)

• House Consignment Item (up to 9999 in principal)

On the 1st April the EU will update their common domain, at the same time Norwegian Customs will also implement NCTS Phase 5 on the same date, 01.04.2023, and unlike some other Customs authorities will not be supporting a transitional phase until 31st December 2023.

However it will still be necessary to maintain both old and new systems, as movements already started will still need to be closed on Phase 4 up to 1st July 2023.

Although the change will also include a move from Edifact to XML, this is a technical change that should be invisible to our users.

The new way of digital reporting - what does that mean for you?

The corridors have been buzzing for some time, Dutch customs are going to exchange its digital declaration system AGS for DMS. This adjustment - based on European legislation - brings mandatory changes to your declaration process, but also a number of options.

As a result of Brexit, the United Kingdom had to develop its own digital declaration system. The European guidelines have been incorporated in this British design. In the UK, Descartes was one of the first software developers to bring a solution to the market. This has given us a head start in developing a customs solution suitable for the European Union.

The adjustments for DMS have consequences for logistics processes and IT systems. After all, now is the time to look at how you can optimize your processes and conform to the new requirements. For example, one of these requirements is that you, as the declarant, are responsible for the correct classification of the goods, but also that you must adjust your tariff after a physical check on the request of customs.
